Vadim Kurland 578f7d771d * os/ios.xml: see #2330 "Crash when creating a cluster of IOS

router firewalls". Added support for basic IOS router clusters.
No failover protocol support at this time, but the cluster can be
configured with protocol "None" and fwbuilder will do address
substitutions at compile time.

config_tests

building on CentOS5.2 Using "CONFIG += dbus" in .pro files including configure test; workaround breaks on centos and is hard to fix and maintain. If CONFIG construct does not work on some old Linuxes , then there will be no fwbtransfer support
