I forget what needed this but I removed that dependency/USE flag and no longer need to have uamqp installed.
Now the issue is dev-python/uamqp-1.6.0
has issues that look to be fixed with 1.6.4. But it also looks like you commented out that dependency in 2023.4.6-r1, so really it's an issue where 1.6.0…

For a fix you either have to fix the openssl dependency or use openssl-compat. Alternatively patch tbe compiler args for uamqp and remove -Werror.
